Special Programs
OAR of Richmond, Inc. has several special programs under our umbrella of programs. These include the VASAVOR program, the Jail Mental Health Program, and the HOPES program. Information on each program can be found below. Contact info for each program is also provided below.
VASAVOR
(Virginia Serious and Violent Offender Reentry Program)
VASAVOR combines and leverages the assets of Federal, State and Local agencies into partnerships designed to tackle the complex issues facing serious and violent returning citizens and the communities they live in, upon their release.
Partners include: OAR of Richmond, District 1 Probation and Parole, Richmond City Justice Center, The Health Brigade, and Richmond Behavioral Health Authority.
As partners in this initiative, we will do everything within our available resources, skills and experience to make it possible for VASAVOR program participants to successfully re-enter the community. We will also do everything within our available resources, skills and experience to enhance safety and prevent future victimization.

JMHP
(Jail Mental Health Program)
This is a 3 agency partnership that offers pre and post-release services to those with a mental health diagnosis and are eligible and enrolled in the program at Richmond City Justice Center. This partnership includes: Richmond City Sheriff’s Office, OAR of Richmond, and Richmond Behavioral Health Authority.
This program starts in Richmond City Justice Center with pre-release services focusing on mental health: life skills, employment skills, trauma groups, clinical groups, individual and group therapy sessions, computer classes, anger management, peer led discussions, substance use support, and cognitive behavioral therapy. Post-release services are coordinated by OAR of Richmond.

HOPES
(Hospitality Opportunities for Persons Re-Entering Society)
This is a federally funded program for persons that are 18-24 years old that are involved in the justice system. Pre and post-release services are provided to individuals as well as industry related training (culinary and hospitality).
Partners in this program include: OAR of Richmond, Virginia Department of Corrections, District 1 Probation and Parole, Richmond City Sheriff’s Office, and the National Restaurant Association Educational Foundation.
